What the heck is the Civil Authority?
This is a good place to start. So basically, after the Combine attacked Earth and made the human into cattle, they locked up all the citizens into separate cities each marked with a number (City 17, City 23, etc.) The Combine needed a way to control them then using valuable soldiers to watch over innocent lives. They initiated the Civil Authority, or the Metro-Police Force (MPF.) In different squads, these forces are used to keep the cities safe from any growing resistance, and what the Combine deem "uncivil" behavior.
Are they going to be nice to me?
No, they are not your average police. The whole point of this police force is to protect the society, not you. Meaning, don't be surprised if this bunch walks up to you and tells you to pick up a can you didn't drop. They are really serious about keeping a strict city and will arrest, deport, or kill anyone that says otherwise.
How should I react if they walk up to me?
Try not to make eye contact, don't put yourself in their business unless you are reporting someone else for a crime, or you need medical attention immediately. As much as the Combine want to kill he human race, they are still working to keep you alive from any diseases or injuries for the time being.
How do I join the Civil Authority?
Normally you would write an application on the forums or request to have an interview in-game with one of these: DAGGER TrO, TrO DvL, or DAGGER DvL+
(I understand the ranks may seem daunting at first, but give it time and I'll explain what they all are.)
Divisions:
Apex: APEX is the face of the CCA. They are the units that you, as citizens, will interact with the most. They are responsible for keeping citizens in line and distributing rations, as well as most search and seizure activities. As such, APEX units must show exceptional person skills, and be able to think quickly in high-pressure situations.
Shadow: These units are to be feared as they walk. They have been put into very serious difficult training, and probably have been in deadly missions. They are the ones who deal with any growing resistance or possible outbreaks in the City. They would be the last people to leave before a City falls (If it did.)
Helix: These are the medical units of the Civil Authority. They revive and try to keep all there units in the best shape possible. Although, they do not usually put themselves in missions sometimes they can be asked to come for need of first aid.
Grid: The standard engineering units. Anything technologically advanced added to the City is all thanked to them. They are in charge of all the cameras, barriers, scanners, equipment, APC's that are in the City.
Judge: These units are the ones that control the cells. Any violations or crimes done by a citizen or anti-citizen is brought to them. They manage all the criminals that are acquired and are brought under their jurisdiction for punishment.
Phantom: You will never see these units. And if you do, it would be the last thing you see. They are the recon and snipers of the City. They stay in the dark and overview the City from their station. Not much is really known about these units, as what they do are usually in silence.
Dagger: All unit start at this rank. They are being trained and they will then be promoted into a different division. Units that stay in dagger are training officers.
Ranks:
RCT: Recruits. The basic standard new uniform unit in the Civil Authority. These officers are usually accompanied by another RCT or higher rank in order to learn the steps necessary to become an officer. Still with human emotions.
04: This is the standard officer in the Civil Authority. They finished training and are now learning using their new rank on the streets. Still human, but less sensitized to karma and morals.
03: The next rank in the system. 03's are honored and respected more then 04's as they are rising through the ranks with more access and experience. Last step of a human as the feelings of human emotions are repressed much more then any Citizen.
02: Depending on the division this rank can be respected highly. They are usually assigned to tasks that are more tedious and difficult then the rest. No more human emotion as they now speak and act the way they are supposed to, they do not see pity in what is against the rules.
01: A very highly respected officer. This is the last rank before reaching into High Ranking. They are used for serious and dangerous missions that other officers are not able to accomplish. They do not possibly care about human emotions as it is now a drag to moving forward in their career.
EpU: This rank is for specialized missions that are much different then the other officers. They are sometimes put into outside City activities for the safety of the City. They are completely seperated from the other ranks and are to be treated with utmost respect as most of them have come back from serious and life threatening missions. No emotion at all, these units are trained to be stoic in everything that they do, not even the worst of pain and trauma can effect the way they act.
OfC: Officers don't usually start to deal with standard Citizen problems as they are now leading the rest of the division. They are managing what the Division Leader needs to be done and are relied greatly for there strategic moves. Like EpU's they do not have human emotions.
DvL: Second to highest ranking, these officers are not even involved in any Citizen activity. They are to move there officers to where they see fit. They are the main backbone to the whole entire system in the City. Like OfC's they do not have human emotions as well, and if anything are more inclined to inflict harm in order to enforce the law.
SeC: The highest and most supreme rank of them all. This is one person that even the MPF officers are afraid to speak wrongly. This over augmented, strong powerful is the face of the Civil Authority in the City that you live in. If you see this person walking around, steer clear before it finds a reason to kill you. Completely devoid of even the thought of human emotion.
Violations:
Violation 4: You are deducted -1 point. Crimes like these usually happen from simple things like loitering, littering, audio violation(Screaming and cursing). Punishment by one cycle detain or beating.
Violation 3: You are deducted -2 to -5 points. These crimes are of more serious offense like carrying contraband, resisting an arrest, or attempting a resistance. Punishment by two to three cycle detain and beating.
Violation 2: You are deducted -6 to -8 points. Crimes that are affiliated with use of weapons, having a resistance that have caused crimes, or destroying valuable property in a serious offense. Punishment by four to six cycle detain and beating, possible revoke of citizenship.
Violation 1: You are deducted anywhere from -9+ points. Crimes that are major and take weeks to complete. Things like death to important figures, carrying around contraband such as RPG's, destroying major property like buildings. Punishment is immediate revoke of citizenship, or possible deportation if discussed.
Augmentations / Synthetic Implants:
Augmentation:
An Augmentation is a robotic implant of an organ or limb. Generally, an Augment will enhance performance of what it has replaced in a unit. With that, Augmentations need constant upkeep/repair, and generally will cause much discomfort/pain even years after placement. Each augment must be special made for each unit by a GRID member and more advanced augments (such as a heart, or brain implants) must be installed by a certified HELIX member. Only units 02+ will receive augments with exceptions (EX: If a unit under the rank of 02 has his leg blown off by a bomb, he may be eligible to receive an augment).
Synthetic Implant:
Synthetic Implants are synthetically made muscle or tissue that is enhanced beyond normal human tissues. These cause little complications and so it is protocol to implant in all units 01 and above. Synthetic tissues make units faster, stronger, and more resilient than normal. The implants are grown in a lab and can be implanted by a certified HELIX member.
